Quebec could move towards a regulated commercial iGaming market as two leading opposition parties support allowing private operators to enter the province.
The Quebec Liberal Party wants the provincial gambling regulator to license and oversee online gambling operators. Currently, Loto-Quebec is the only government-authorized online gambling operator in the province.
Under the Liberal proposal, online gambling sites would need a provincial licence. The model would also introduce stricter rules for advertising, protection of minors and gambling harm prevention. An independent industry-funded organization would focus on addiction prevention and support.
Parti Quebecois leader Paul St-Pierre Plamondon has also backed the plan. His party led a Leger poll published on September 14, 2026, with 29% of voting intentions.

The Quebec Online Gaming Coalition welcomed the support for regulating private iGaming platforms. The Canadian Gaming Association has also backed stronger online gambling regulation in the province.
Quebec’s provincial election is scheduled for October 5, 2026.
